This handful of men, led by the ailing nationalist, Commonwealth President Manuel Luis Quezon, sustained from afar the morale and the faith in America by the Filipinos in Japanese-occupied Philippines, a significant factor in the failure of Japan's Greater East Asia Co-Prosperity Sphere Program in the Philippines.Long considered a mere footnote in the history of Philippine-American relations, the two and a half years of efforts by the exiled government proved to be a defining period in the evolving relationship between the two nations.
